PS: it would also be interesting to know if the problem exists when you login to IceWM e.g.
In KDM the keyboard is EN, and it IceWM as well (although /etc/sysconfig/keyboard contains YAST_KEYBOARD="german,pc104" and /etc/X11/xorg.conf.d/00-keyboard.conf contains Option "XkbLayout" "de").
So it's definitely not a KDE problem.
Seems to be an Xorg problem then though, not the installation, as the settings seem to be correct. Or do you have the same problem in text mode? (Ctrl+Alt+F1)
For the record, I don't have a problem with the "de" keyboard layout here.
I would check whether some other .conf file exists in /etc/X11/xorg.conf.d/ that might override 00-keyboard.conf. Should not happen on a fresh installation though.
