I believe I have figured out the KDE not disabling the touchpad issue.
I had a problem (with the same laptop) an year ago (previous opensuse version)
where the touchpad would not work after a suspend (not sure if related to
#954215) which was fixed by adding a script to unload the i2c_hid module on
sleep and reload it on wake up.

I had actually forgotten about this but now remembered and removed the script.
That appeared to fix the issue with the touchpad not getting disabled on
external mouse being plugged in. Seems to be consistently working now!
That said, let me know if you need more info about synclient's behaviour with
kde.
