Could you format the usb stick as "FAT32" and copy the whole EFI/ into it? If this can reproduce the issue, we have a simple environment for debugging at least.

But hey, today I tried to install OpenSUSE Tumbleweed and everything went just fine! With no problems at all. I am using it right now. Maybe some changes were made in the bootloader+EFI source tree since Leap was released?
