I suppose that's rather a PulseAudio problem, or of the applications
themselves.
To my knowledge, KDE doesn't have any "volume control preset", and VLC and
flashplayer are not even KDE applications.
Reassigning to the "Sound" component therefore.
You might try to set "flat-volumes = no" in /etc/pulseaudio/daemon.conf though,
this should prevent applications from raising the master volume and might suit
you better.
