In Linux you could use "mokutil --sb-state".
You were right, SecureBoot was not enabled. When I re-enabled it I was not able to boot GRUB (booted in a loop). I did a "mokutil --reset" and rebooted, did the reset in MokManager, rebooted, reran the sequence of steps from step 5 in comment 21.
