In 13.2 this never happened. I did a lot of reinstallations and never had this issue. The problem came up with leap. I did not install any development version of leap on bare metal before, but build 265. Due to a bug (#953035) I was not able to boot, so I decided to install 13.2 again for excluding errors. Then 13.2 was affected too. There is something, that changes the behaviour of the usb controller or other hardware on motherboard, so this bug can outlast a fresh installation. It has definitely nothing to do with 13.2, because it can not trigger it. First I saw the problem when installing 13.2 after leap was installed. After a workaround for #953035 I also recognized, that reinstalling leap also triggerd this problem.
