hwinfo --all
a wild guess about what happens:
Linux is nice and de-configures the device when shutting down before the reboot
and assumes that it will be brought up again by the next OS.
But then Windows expects it to be in a different state.
Would also be interesting to see if it works
when you reboot from Linux into Linux.
Or what happens when you use poweroff (assuming that kills USB power)
and then do a fresh start into Windows.
rfkill could also play a part - try
zypper -n in rfkill
rfkill list
Ideally that should print many lines with
... blocked: no
