I was able to reproduce it.
There is something broken in the translation of .desktop files. It's definitely
not a YaST issue (all the settings are correct). Maybe something wrong with the
.mo files for sk, but nothing obvious (see below). Assigning to basesystem as I
tend to suspect from systemd in this kind of situations.
Things worth noticing
1) All the locale settings looks fine.
"localectl status" shows the output already pasted by Mikael

2) desktop_translations.mo file for SK looks sane. I ran msgunfmt on it and I
can see that the entries for programs like konsole or kmix are present and
looks good. Nevertheless, those entries are messed up in user's desktop (being
displayed in some Cyrillic language).
3) It's not a kde-specific or even X11 specific issue. If you go to tty1 and
run "sudo yast2" you will see some Cyrillic entries there (YaST uses desktop
files to build the entries in the control center).
