This issue seems to be fixed now in openSUSE 13.1 and 13.2 mysql/mariadb
packages.
There are the following patches:
- mysql-community-server-5.6.12-logrotate-su.patch
- mariadb-10.0.15-logrotate-su.patch
that add 'su mysql mysql' to the mysql-log-rotate.sh:

Also "--log-error=/var/lib/mysql/<hostname>.err" isn't a startup argument
anymore.
