@Michael: Ok, I narrowed it down without yast.
I simply created and initialized a rootfs with the 'base' pattern and
'udev-mini' was auto selected by zypper:
$ zypper --root /tmp/rootfs ar
http://download.opensuse.org/distribution/13.1/repo/oss main
$ zypper --root /tmp/rootfs ar http://download.opensuse.org/update/13.1 updates
$ zypper -v --root /tmp/rootfs in -t pattern base
The following 229 NEW packages are going to be installed:
...
systemd 208-35.1
systemd-presets-branding-basedonopensuse 13.1-3.4.2
systemd-sysvinit 208-35.1
sysvinit-tools 2.88+-89.1.2
...
udev-mini 208-35.1
...
The following 25 recommended packages were automatically selected:
...
udev-mini 208-35.1
...
Adding the updates repo is a mandatory step to reproduce this.
I tried the same test with 13.2 repo and 'udev' was selected this time.
