We do not have anymore boot.* scripts left besides boot.udev, and udev is pulled in through other ways already I presume.

There seem to be %post scripts in place - which create a /etc/modules-load.d/MODULES_LOADED_ON_BOOT.conf from the sysconfig parameter. That seems to make the patch superfluous.

There is absolutely no description to this. Judging from the leftover information ("infinit[e] timeout for kmod..."), I assume no good deed. Infinite timeouts are bad, they hold up the emergency shell forever.
