You either need to double-escape:
$ rpm --test -Uvh pl\\\'an.rpm Preparing... ################################# [100%]
Or use 'rpm --noglob':
$ rpm --test --noglob -Uvh pl\'an.rpm Preparing... ################################# [100%]
Libzypp uses 'rpm --noglob' since version 14.30.2 (online update is pending). With older libzypp versions it's not possible to use a path with single quotes. JFYI: AFAIK there's also an online update pending for rpm, which solves rpm issues if '--noglob' is used.
