The series file is created directly at the source directory, which is unusual but not necessarily wrong. The patches link however is in the same place but reads ".." so it points outside the working tree, which is wrong. Changing the patches link to "." fixes the problem. Also using "quilt setup -d dir openssh.spec" works around the bug but this is only by luck: "quilt setup -d x/y openssh.spec" would fail.
