Actually, 'time_offset' mount option is documented in Documentation/filesystems/vfat.txt in the Linux kernel. I agree copying the description to mount.8 manpage so that it's easier to find is necessary. I'll send a patch to util-linux maintainer.
Thanks. I think that's the best solution to an ugly problem. I'd suggest that the patch make it explicit that this is a way to invert the tz=UTC option. Looking at the kernel documentation (which is a weird place to put that kind of thing), I see that there are tons of other VFAT mount options that have been omitted from the man pages. So I'd ask that along with your patch, you ask the util-linux maintainer (or somebody!) to write a proper mount.vfat man page that documents *all* the options, rather than just a few.
