Hm, /proc/cpuinfo MHz value may not say much.
Please do:
cpupower monitor
to see at which frequency the machine is really running.
Also attach full /proc/cpuinfo output.
You may also want to put one or more CPUs on 100% CPU load:
cat /dev/zero >/dev/null &
Then try again:
cpupower monitor
cpupower monitor -l Mperf
only shows the relevant average CPU frequency value which is the really correct
one as read from CPU itself.
