Sometimes one or two httpd2-prefork process remains after apache is stopped
manually, e.g., by rcapache stop.
So stopping apache by "rcapache stop" does not always stop apache.

IMHO there should be a warning or even an error if httpd2-prefork processes
could not be stopped.

The reason: I just was about to upgrade my website and therefore stopped
apache. However 2 httpd2-prefork processes remain running and serving the site
to users during the upgrade.

Reproducible: Couldn't Reproduce
