"kalten" noted that CUPS uses SNMP for printer discovery, but there's no
mechanism in the 'nsswitch.conf' file that enables a hostname lookup for the
hostname that CUPS finds during printer discovery.
Just as predicted, the command "snmpget -c public -v 2c 192.168.0.4 sysName.0"
yields the hostname:
SNMPv2-MIB::sysName.0 = STRING: BRW0C84DC169F5E
but avahi qualifies it with a domain, so I can ping "BRW0C84DC169F5E.local" but
not "BRW0C84DC169F5E".
Changing the URI in /etc/cups/printer.conf to
"lpd://BRW0C84DC169F5E.local/BINARY_P1" works.

if I understand you correctly you mean that
CUPS (in your case the CUPS web interface but I assume
also "lpinfo -v" shows the same) when autodetecting
your network printer it shows a so called DeviceURI
"lpd://BRW0C84DC169F5E/BINARY_P1"
but that DeviceURI does not work for printing.
In contrast those DeviceURIs do work:
"lpd://192.168.0.4/BINARY_P1" and
"lpd://BRW0C84DC169F5E.local/BINARY_P1"
