On my openSUSE 13.1 system I have poppler-tools installed by default.
The cups.spec file has:

Recommends: /usr/bin/pdftops

/usr/bin/pdftops is provided by the poppler-tools RPM.
Therefore it seems you have installed your openSUSE 13.1 system
without recommended packages and then you must be prepared that
this or that functionality does not work out of the box.
Regarding why there cannot be "Requires: /usr/bin/pdftops"
(or "Requires: poppler-tools") in cups.spec see

Therefore the issue is no bug (i.e. it is invalid), see
