pm-suspend sets - for reasons unknown to me - temporarily a new governor
(performance) before suspending to RAM and re-enables the old one after resume
(/usr/lib/pm-utils/sleep.d/94cpufreq).
However, it seems to fail in storing also the corresponding settings of the
current governor so all non-default settings are lost :-(
Especially, setting ignore_nice_load to 1 is reset every time pm-suspend is
used.

Reproducible: Always
Steps to Reproduce:
1. echo 1 >/sys/devices/system/cpu/cpufreq/ondemand/ignore_nice_load
2. start some low priority background jobs - CPU clock stays low.
2. Do pm-suspend and resume
3. CPU is running at maximum speed although there is only low priority work
