The current version 1.0.24 was released on Tue Oct 1 2013, see

At that date openSUSE 13.1 was already in
"Feature and version freeze for the complete DVD", see
http://en.opensuse.org/openSUSE:Roadmap

only major and critical bug fixes allowed

Feature and version freeze for the complete DVD

Therefore in openSUSE 13.1 we provide the topmost up-to-date
version of sane-backends that was available at SANE upstream
at that time when openSUSE 13.1 package versions were frozen.

For next openSUSE version we will - as usual - do our best
to provide the topmost up-to-date version of sane-backends
that will be available at SANE upstream before the time
when openSUSE package versions will be frozen.
Take into account that a package version upgrade needs some time
so that we can only provide what was released at SANE upstream
several days before openSUSE package versions will be frozen.

Therefore the issue report is invalid.

FYI:
When time permits I will provide the current version 1.0.24
of sane-backends in its openSUSE build service development
project "graphics" wherefrom you can - on your own risk -
download and install it.
"When time permits" means "when I am not blocked with work
for our SUSE Linux Enterprise customers".
If you are impatient, you may think about to contribute
the current version 1.0.24 of sane-backends to openSUSE, see
http://en.opensuse.org/Portal:Development
in particular for contributing software packages see
