The xend.service file in 13.1 is not calling /usr/sbin/xend properly. As
installed:
ExecStart=/usr/sbin/xend
/usr/sbin/xend requires a start parameter, so it produces an error on an
attempted start. This works:
ExecStart=/usr/sbin/xend start
