The main issue is that the "submit" button gets lost and thus there is no way to issue a SR for a new project to utilities. I tested with both Chrome and Firefox Reproducible: Always Steps to Reproduce: 1. have a home package that is not linked anywhere 2. from packages WebUI overview page click "Submit package" 3. enter "utilities" as the target project 4. enter a few words of description. Wait 10 or 20 seconds for the list of pending SRs to appear. 5. try to scroll down to find the submit button.
