Well, it was broken for a long time, so long, that everybody got accustomed to
it. But according to the documentation 'halt' is not supposed to power off your
machine, but just stop it (in case for example your acpi is broken). 'poweroff'
should be sending ACPI to turn your computer actually off.

Just verified, same behavior was already present in 12.3
