[Bug 847159] dracut: no encrypted root support (luks)

I have two encrypted volumes (root and swap), with the same passphrase. In 12.3, the fact that root is encrypted is picked up automatically, but I have to list the swap volume information in /etc/crypttab. In 12.3, upon boot, either text entry or plymouth, I'll be asked *once* for the (common) passphrase. In 13.1 I'm asked once (before plymouth even starts) for root, and once plymouth starts, once again for the swap.
