I can install manually with no issues.

I do not know if Plymouth is working or not. It's a bootsplash screen. Why it
needs to run as a "service" I have no idea. That makes no sense to me. If I
check systemctl it shows this:

# systemctl status plymouth-start.service
Loaded: error (Reason: No such file or directory)
Active: inactive (dead)

The machine is headless, and I'm kicking off PXEboot via the serial console, so
I have no use for a graphical boot screen and couldn't tell you what the screen
looks like.

I only mentioned it because plymouth-start.service is listed as a dependency in
/usr/lib/systemd/system/YaST2-Second-Stage.service, and when I checked
"systemctl status" on the other dependencies they were all fine, only
plymouth-start.service showed a failure.

If a dependency fails in systemd then I'd suspect that that might be a reason
why YaST2-Second-Stage.service did not start. However, I manually deleted the
dependency and rebooted, and the second stage still did not start.

Do you have any suggestions for what I should try next?
