It seems the original problem about udev/network
is unrelated to the duplicate address detection from openstack
as it still randomly happens sometimes after workarounding it.
Thus I split the OpenStack issue into a separate bug 823345 .


When it happens, the network status is not "active (running)"
but "active (exited)"

redirecting to "systemctl status network.service"
