First, on a general basis, we should probably stop providing a default
/etc/sysctl.conf, starting with 13.1 (since systemd is providing a default one
in /usr/lib/sysctl.d/ and having defaults in a config file in /etc is a
nightmare for handling upgrades). But for 12.3, it is too late.
And we can't add comments on an install file.
Anyway, systemctl-sysctl also handles /etc/sysctl.d and /etc/sysctl.conf (see
man sysctl.d). On the /etc/sysctl.conf file on my system, I don't have the
comment you noted about /etc/sysctl.d/.
When I added support for /etc/sysctl.conf to systemd-sysctl, I might have
incorrectly set the order to be /etc/sysctl.conf applied AFTER /etc/sysctl.d/.
I'll investigate this.
