No, this is wrong. ESP is shared resource. If you select existing ESP, you should *NOT* try to format it.
(there are even distros doing that on every bootloader update).
If you chose to *create* new partition for ESP, then formatting it is of course needed. But you should not format it if you select *existing* ESP.
There is nothing preventing you from having multiple boot partitions for multiple operating systems.
Having multiple ESP on the same disk is not clearly defined in specs and is known to cause problems in some cases. Actually 12.3 changed default from always creating private ESP (as was in 12.2) to selecting existing one if available. (In reply to comment #0)
