My turn to apologise - that HWCLOCK setting doesn't exist any more in 12.2.
The /etc/adjtime file is used instead.
The third line of that file is either "UTC" "LOCAL".
Werner: could you look at this please? It seems that in 12.2, if the hwclock
is set to "localtime" something goes wrong leading to the time not being
correct in early boot, and initial kerberos authentication (which requires good
time sync) fails.
