Without acpi-cpufreq loaded:
|Nehalem || Mperf
CPU | C3 | C6 | PC3 | PC6 || C0 | Cx | Freq ||
0| 0.00| 0.00| 0.00| 0.00|| 99.99| 0.01| 1196||

3| 0.00| 0.00| 0.00| 0.00|| 99.99| 0.01| 1196||
With acpi-cpufreq loaded:
CPU | C3 | C6 | PC3 | PC6 || C0 | Cx | Freq ||
0| 0.00| 0.00| 0.00| 0.00|| 99.80| 0.20| 2546||
1| 0.00| 0.00| 0.00| 0.00|| 99.75| 0.25| 2546||
2| 0.00| 0.00| 0.00| 0.00|| 99.80| 0.20| 2546||
3| 0.00| 0.00| 0.00| 0.00|| 99.81| 0.19| 2546||
In both cases the cores seem to be fully utilized with your stress test: No
C-states are entered, always being in C0.
It looks like CPUs' frequency is set to low (1200MHz) by default (no
acpi-cpufreq driver loaded).
Not sure what (should) happen(s) if you unload a cpufreq driver, but it looks
like the last set state stays. So in your case you seem to have unloaded
acpi-cpufreq driver when the frequency was set low -> It's luck whether you run
into this when unloading acpi-cpufreq driver, depending on the set frequency
when you unload the driver.
From what I can see, I'd say we may have a "kernel does not react quickly
enough on thermal events" issue.
Sigh, it's somewhat difficult to retrieve ACPI thermal settings via sysfs.
Can you provide output of this command, please:
cd /sys/devices/virtual/thermal
grep ".*" `find *` >/tmp/thermal_settings
Please also attach output of acpidump.
Best is you look out for a BIOS update before you continue with anything
-> would be fatal if this got addressed already.
Also browse a bit your BIOS settings after upgrading. I could imagine you find
some thermal or CPU power related settings?
Ah yes: The very first thing you should do is to use a vacuumer and clean the
fan while the machine is switched off. Or try to find out whether there is dust
in the fans.
