I didn't have time to look further for the cause, so I was content just with
the workaround:

As you say, VTK_LIBRARY_DIRS is set to /usr/lib/vtk/ (or /usr/lib64/vtk/).
However, the actual libraries are not in this directory, but in /usr/lib/:

/usr/lib/libvtkCommon.so.5.8
/usr/lib/libvtkCommon.so.5.8.0
/usr/lib/libvtkDICOMParser.so.5.8
/usr/lib/libvtkDICOMParser.so.5.8.0

/usr/lib/libvtkFiltering.so.5.8.0
..

while /usr/lib/vtk/ contains only the *.cmake files.
The problem is, that evidently PCL expects the VTK libs to be in the directory
specified by VTK_LIBRARY_DIRS. If this is how it is intended to work, then the
error is on VTK's side, otherwise PCL has to be changed to use a different way
of locating the VTK libs.
