Pardon me if this is obvious, but I find if I do (on 12.1 x86_64):
systemctl stop network.service
followed by:
systemctl start network.service
It works immediately. As has been mentioned, it's a locking or blocking issue,
but don't know if this would help anyone in figuring out how to correct things.
