Systemd separates the dependencies (using Requires / Wants / Requisites /
BindTo ) from the ordering (After / Before) and checks for services to be
really running for its dependencies check.
Adding Requires implies starting a unit must have all units listed as Required
as started (therefore, they will be started without having to enable them
manually).
Adding Wants will do te same as Requires, except a dependency service not
starting will not prevent the "main" service to start.
Most of the time, Wants is what is needed (but it can enable services which are
not enabled by sysadmin).
Otherwise, After= (or Before=) is the way to go.
