The strace appears to show pulse open the control file but no attempt to open
any of the capture/playback ie something like /dev/snd/pcmc1*. The fact that it
can open it successfully later makes me wonder if some other process is
grabbing the device and so pulse ignores it. How easy can you duplicate this -
can you run pulse in debug mode and capture the output when you plug in the
device and pulse does not grab it.
strace -t -f -o /tmp/pulse-strace.txt pulseaudio -vv --log-time
Then send the strace and the debug output with an indication of the time you
plugged the card in.
