Sorry for late reply.
So you confirmed hci0 killswitch be blocked after every time rebooted right? I
can not spot where is the exact problem should be fixed, because the problem
might be on platform driver, kernel driver or ACPI issue. The worst solution is
manual unblock it after you log in, as you said, when it's not blocked then
your bluedevil works fine.
Another way, added your platform driver module to blacklist(hp-wmi?), and take
a look does it fix the problem, might it caused some side effect, I am not sure
:/
BTW, what is your kernel version? and can you attach dmesg and lsusb -vv?
