You are reporting for 11.4 and not factory, why are you using
/etc/bash.bashrrc from factory. Beside this the line is only
active for root to be able to log every command exactly.
The format is simply seconds since epoch for every command and
not only the last session. This was a security request from
large vendors using SLES and as I alway use the same source tree
for SLES and openSUSE, therefore it is very unlikly that I will
switch back.
To identify the correct date simply use the bash builtin called
history:
/suse/werner> rm .bash_history
/suse/werner> bash
werner@test:~> HISTTIMEFORMAT=${HISTTIMEFORMAT:-"%F %H:%M:%S "}
werner@test:~> ls
werner@test:~> history
1 2011-06-27 17:17:46 HISTTIMEFORMAT=${HISTTIMEFORMAT:-"%F %H:%M:%S "}
2 2011-06-27 17:17:47 ls
3 2011-06-27 17:17:51 history

/suse/werner>
as you can see, the date is shown correctly. Also compare with the
manual pageo of the bash:
HISTTIMEFORMAT
If this variable is set and not null, its value is used as
a format string for strftime(3) to print the time stamp
associated with each history entry displayed by the history
builtin. If this variable is set, time stamps are written
to the history file so they may be preserved across shell
sessions. This uses the history comment character to
distinguish timestamps from other history lines.
