Systemd has its own service, sorted after all filesystems are mounted.
There is no current fix for SYSV. It would probably need an init script calling
alsactl, sorted after localfs.
The udev rules are only used for device hotplug cases after bootup, and are
expected to fail gracefully at coldplug time for existing devices but without
/var.
