Plain wrong is perhaps a bit rude. The full contain of the file is quite
explicit, and become more & more clear when you continue to read it.
But I'm agree on the fact that the first paragraph, which is mostly the one
users read, can be rewrite in terms like jdd proposal, and or moved below after
the welcoming for testers and and the warning about production use.
