Are you sure /etc/localtime is up to date?
At bootup we run:
hwclock --systz
details are in:
/lib/systemd/system/hwclock-load.service
which should do the trick.
Anyway, running the BIOS in the local timezone just asks for trouble, as the
kernel itself reads the rtc time and sets the system clock at bootup.
Non-ancient Windows versions support UTC BIOS clocks just fine. That would be
the right fix.
