I have configured two UMTS connections for two different UMTS sticks/providers (one for Germany, one for Austria where the latter has a PIN code) in NetworkManager. When I now insert the Austrian UMTS stick, I get a pop-up "SIM PIN Unlock Required". If I then actively select the corresponding entry in nm-applet, the connection is established (after all, the PIN is saved in the configuration) and I can manually cancel the SIM PIN dialog. The UMTS stick is ID 12d1:1001 Huawei Technologies Co., Ltd.
