Then I assume you had the 'wrong' config on your system before updating to the
newer compiz-manager package (updating to Factory).
To be sure this is really fixed, delete the existing compiz config, log out and
back in. The tab switcher should be there now (the compiz config is only put in
place on first start... then we 'trust' the user having the setup he likes... )
rm ~/.config/compiz-1/compizconfig/Default.ini
