Until autoloading works as expected, which unfortunately will not make it into
11.4, the cpufreq service included in pm-utils package will take over.
It has the same code to load cpufreq drivers as hal had:
grep acpi_cpufreq /etc/init.d/*
/etc/init.d/cpufreq: CPUFREQ_MODULES="speedstep_centrino powernow_k8
powernow_k7 powernow_k6 longrun speedstep_ich acpi_cpufreq"

Seife: This stuff should look familiar?
I slightly adjusted it in recent Milestones and removed speedstep_centrino
(deprecated, not compiled in anymore) and moved acpi_cpufreq so that it tries
to get loaded first.
Can you make sure you have this service turned on.
