Wrong usage. The option -s 3 does resrtict man to the section 3.
As one cna read from the manual page of man its self:
-S list, -s list, --sections=list
List is a colon- or comma-separated list of `order specific'
manual sections to search. This option overrides the
$MANSECT environment variable. (The -s spelling is for
compatibility with System V.)
IMHO this bug is INVALID. The current list is given in /etc/manpath.config
with the declaration of SECTION:

if one restrict man to 3 instead of using e.g. 3,3pm this is a wrong usage.
