I've downloaded and unzipped catalyst_10.9_linux_hotfix_sep27.zip, then generated the RPM for openSUSE using "./ati-driver-installer-8.771.2-x86.x86_64.run --buildpkg SuSE/SUSE113-AMD64", and finally attempted to install the resulting fglrx64_7_5_0_SUSE113-8.771.2-1.x86_64.rpm package.
Kernel module build failed because of use of an implicitly declared function COMPAT_ALLOC_USER_SPACE in kcl_ioctl.c.
So this "hotfix" is still broken.
