Further experimenting on the "timing" hypothesis, I noticed that
"$RUN_PARALLEL" was turned on by default in /etc/sysconfig/boot, which causes
the scripts in /etc/init.d/boot.d to be run in a non-sequential way, and
apparently based on their dependencies, not their name. I turned it off, and
got the filesystems to unmount during shutdown. Since the initial problem seems
like an intermittant one, I'll wait for a good dozen of power cycles before I
claim victory.
