Neither. It's QT.
Is this a problem in 11.3?
Until a qtrc file exists somewhere in /etc, the FHS location for "host-specific system-wide configuration files", I can't see the problem going away. I just tried yet another fresh 11.3 KDE(4) install, and found nothing to change my mind since comment 10, but I have done a bit more experimenting. On the fresh install, the only qtrc on the whole of / is /usr/share/desktop-data/qtrc, in which font size is set to 9pt. I opened an LXDE session and found its desktop font set to 10pt, opened qtconfig, and found it at 9pt. I closed LXDE and opened XFCE, found it's desktop font size at 10pt, opened qtconfig and found it at 10pt. I closed XFCE and opened KDE, found its desktop font size at 9pt, opened qtconfig and found it at 9pt. I closed KDE and opened IceWM, found its desktop font size at 9pt, opened qtconfig and found it at 9pt.
