There must be some configuration problem in the NetworkManager.
There is also a configuration problem with WEP in the sysconfig when
ifup/ifdown is used. By default for some historical reasons sysconfig does not
use wpa_supplicant for WEP encryption. This shall be fixed.
Meanwhile, in 11.3 I'm able to connect to the WEP encrypted AP with the
"iwlagn" driver manually.
a, configure /etc/wpa_supplicant/wpa_supplicant.conf as desrcibed in Comment #5
b, # ifconfig wlan0 up
c, # wpa_supplicant -iwlan0 -c /etc/wpa_supplicant/wpa_supplicant.conf -Dwext

Unfortunately, this doesn't work with the "ipw2200" driver [1]. I can see
following error messages:
# wpa_supplicant -ieth1 -c /etc/wpa_supplicant/wpa_supplicant.conf -Dwext -f
/var/log/wpa_supplicant.log -dddt
ioctl[SIOCSIWENCODEEXT]: Invalid argument
ioctl[SIOCSIWENCODEEXT]: Invalid argument
and wpa_supplicant.log shows:
wpa_driver_wext_associate: assoc failed because set_auth_param(IW_AUTH_MFP)
failed
1280138659.508558: Association request to the driver failed
I've filed an upstream bug [3].
