This was indeed the case. I had to work around the problem by creating fstab by hand and re-running mkinitrd. Reproducible: Didn't try Steps to Reproduce: 1.Install OS11.3 RC1 2. 3. I don't know if fstab never existed, or if it was erroneously deleted at some point.
