In an earlier report, Joerg described the issue like this:

The Linux kernel maintainers are unwilling to provide an
orthogonal way of sending SCSI commands to any type of device
that "speaks" SCSI in a single address space.

I understand that the suid root is needed only as a workaround, so that
cdrecord can do things, that should be done within the kernel.
I don't remember the details, but I am certain Joerg explained them to me
already. Sorry.
