With the problematic window open, Alt+F3/Advanced/Special window settings/Workarounds/Strictly obey geometry and forcing it to be on, does that change anything?
No, it does not change the behaviour, at least for me. I tried both the test described by the first reporter, and the test described in my subsequent comment. Since you are suggesting something about "forcing geometry", it might be relevant to note that if the emacs window is maximized (using the "maximize" button), it cannot be restored to its original size anymore.
